God showed Pharaoh mercy but he still proved disobedient. It is in the nature of children of satan to be disobedient to God.
God is just and merciful
He is Lord!
God will stop at nothing to release His people from the bondage of the enemy. He becomes a terror to those who take hold of His people.

Lord over all the earth
In Exodus 9, God demonstrated to Pharaoh and Egypt that He is Lord over all of the earth including humans, beasts and herbs. His power cannot be limited by anyone.
